    Adult Protective Services

    What is Adult Protective Services?
    Protective Services for Adults (PSA) is a New York State-mandated
    program which is provided without regard to income to assist adults
    age 18 or older who, because of mental or physical impairment, can
    no longer provide for their basic needs for food, clothing, shelter, or
    medical care, or protect themselves from neglect, abuse, or hazardous situations, and who have no one willing and able to help in
    a responsible manner.
    What Can Adult Protective Services Offer?
    Investigation,
    Assessment,
    Counseling,
    Case Management,
    Advocacy,
    Money Management,
    Housing Referrals, and
    Crisis Intervention.
    1. Short-Term Involuntary protective Service Orders (imminent risk of death or serious physical harm).
    2. Admission to a Psychiatric Facility in conjunction with Mental Health Professionals and/or the police to a person at risk of harm to himself or others.
    Orders of Protection and
    Guardianship.
    Petition the court when APS Supportive Services are not enough to ensure safety due to legal incompetence.

  • Adult Protective Services

    APS is a mandated service provided by local social services districts. It involves intake, investigation and assessment of referrals of abuse, neglect, and financial exploitation of impaired vulnerable adults who live in the community. APS workers develop services plans for eligible clients to remedy physical abuse, sexual abuse, emotional abuse, neglect, financial exploitation, or to address unmet essential needs of adults.

    APS serves adults (age 18 and older) who, due to physical or mental impairments:

    •Are unable to protect themselves from abuse, neglect, financial exploitation or other harm.

    •Have no one available who is willing and able to assist responsibly

    The Child and Family Services Division of the Monroe County Department of Human Services provides child and family welfare services required by the community. These include a range of voluntary and involuntary, preventive, protective, supportive, and rehabilitative services for adults, children, and families to maintain and enhance their quality of life.   • Child Preventive Services

    Preventive Services are supportive and rehabilitation services that are provided to children and their families for the purpose of:

    - Averting an impairment or disruption of a family which will or could result in the placement of a child in foster care.

    - Enabling a child who has been placed in foster care to return to his family at an earlier time than would otherwise be possible.

    - Reducing the likelihood that a child who has been discharged from foster care would return to such care.

    Families in receipt of Preventative Services are often involved in the Family Court System. The Court may impose orders such as an Order as an Order of Supervision or an Order of Protection stemming from a Neglect or Abuse Petition having been filed by the Department. Staff and/or contract staff work with children and families to mitigate the identified risk, ensure child safety, and enhance family functioning.

    Diversion Services are a preventive service geared toward the adolescent population displaying behaviors that place a youth at risk of out-of-home placement. These services are offered primarily through contractual agreements and provide intensive home-based services to reduce the risk of placement. Often these youth present to the agency as having a child service need such as truancy, incorrigibility, or juvenile delinquency. Services are offered to assist children with a myriad of needs including but not limited to obtaining mental health services, reducing truancy and/or criminal behavior(s), accessing substance abuse programs, and working with parents on identified parent needs that may be impacting the child’s behavior.

    Child Protective Services investigates reports, received through the State Central Registry, that allege abuse or maltreatment for any child under the age of 18 years. Responsibilities include the provision of protective and rehabilitative services to the children and their families.
