Good Neighbor Program is for customers of Jamestown BPU who have experienced a sudden hardship (examples include car repairs, water leaks, loss of income) who have otherwise had a good payment history. The only way to verify this is for the Salvation Army to call the BPU. Potential clients should call for a phone screening and then stop in to fill out a release of information so the BPU can call on the client's behalf.
