We provide free education, advocacy, and support services to all those affected, individuals and families, by brain disorders, including serious mental illnesses and/or emotional/behavioral disorders in Clinton, Franklin, and Essex Counties.
Funds will support activities related to the development and operation of outreach interventions in under-served communities and to address disparities based upon culture, ethnicity, age, or gender. Efforts by service providers will include the cultural and linguistic competence of their programs, management and staff.
New York has the distinction of being the first state in the nation to enact a Human Rights Law, which affords every citizen “an equal opportunity to enjoy a full and productive life.” This law prohibits discrimination in employment, housing, credit, places of public accommodations, and non-sectarian educational institutions, based on age, race, national origin, sex, sexual orientation, marital status, disability, military status, and other specified classes.
If you feel your human rights have been violated, you can file a complaint. Forms can be found on the website or call 607-721-8467 to obtain a form.
Our Housing Locating & Advocacy Program can help you find accessible housing and protect your housing rights.
We provide support and assistance with:

•Landlords who are not willing to accept your service or companion animal
•Referrals to community programs
•Requesting accessibility modifications in your apartment

The Southern Tier Tobacco Awareness Coalition
The Chemung County Health Department is the lead agency for the Southern Tier Tobacco Awareness Coalition (STTAC).
The Southern Tier Tobacco Awareness Coalition (STTAC) is a community partnership grant-funded by the New York State Department of Health Bureau of Tobacco Control (BTC). STTAC is made up of two main components, Community Engagement and Reality Check. These components work together, seeking to build healthier communities through tobacco-free living in Chemung, Schuyler and Steuben Counties. We have several initiatives and efforts to help us work towards our goal of bettering lives and communities.
UTA’s Homeless Prevention Program is directed at helping low income tenants to remain in their apartments. Through a combination of intensive counseling, landlord/tenant mediation, court advocacy and in some situations the use of emergency financial assistance, becoming homeless is greatly reduced.
A growing number of households pay over 45% of their income for housing and many of the severely rent burdened are the working poor, some of whom transitioned from public assistance into jobs that are often part-time or short term, and which seldom have benefits. A personal or economic crisis can often bring the families to the brink of homelessness.
The Chinese Community Center (CCC) is a resource center for the members of the Chinese American community and those who are interested in Chinese culture and language. The mission of the CCC is to foster and enhance the sense of friendship and unity among its community through the cultural and educational programs that we offer and through community service.
The goals of our organization are:
*to promote understanding and appreciation of the Chinese heritage that is unique, defining, and precious
*to help and encourage our members to integrate and assimilate with mainstream culture.
*to actively participate in community service and become an integral part of the Capital District's constituency makeup.
